In the case of London, one of the reasons why it is relatively popular is the excellent level of public transport provided. There is no excuse for driving in the city centre. How many people need to drive in Manhattan anyway?

		<description>I think Glendower nailed it: a congestion charge is basically a regressive tax, like a sales tax.  It&#039;s levied against anyone and everyone regardless of ability to pay.

It&#039;s not as if driving in Manhattan is free.  It costs money to park, unless one is willing to drive in circles hoping for a street spot--and that time is money.  And, as Hizzoner pointed out, there are tolls to get on the island.  If people really are winding their way through city neighborhoods to avoid those tolls, one can assume they&#039;re already pinched.  We can believe that those who can afford the $8/day are NOT those snaking through the back streets to avoid a bridge toll.

If the city wants to encourage more people to take transit, it should improve transit.  Period.
